The Government Institutionalized the Intersectoral Table of Hydrogen

(Ambito (Google Translation)) The Hydrogen Intersectoral Table will function as a space for articulation and coordination within the scope of the Economic and Social Council, which depends on the Secretariat for Strategic Affairs  —  The Secretariat for Strategic Affairs institutionalized the Intersectoral Hydrogen Table , with the goal of deepening the dialogue between the different areas of the public and private sectors to advance in the design of a National Strategy for the Development of the Hydrogen Economy.

“The energy transition is an opportunity to promote industrialization and technological development in Argentina. We have natural resources such as hydrogen that we are going to export, but the shared decision among all the actors is that this process be accompanied by the location of technological development and of industrial production,” said the Secretary for Strategic Affairs, Mercedes Marcó del Pont.

Likewise, the official indicated that “it is necessary to promote the conditions so that investment projects give rise to linkages , not only in terms of equipment and capital goods, but also in associated knowledge-intensive services.”

Through resolution 3/2023, signed by Marcó del Pont, and which will be published in the Official Gazette in the coming days, the inter-ministerial table that, over the last few years, brought together representatives of jurisdictions and entities of the national public sector, provinces and private actors to advance in the elaboration of a National Strategy for the Development of the Hydrogen Economy.

“The Green Hydrogen and Low Emissions Bill aims to promote the necessary investments to carry out the export of the resource together with the development of a hydrogen economy that gives rise to the location of disbursements to integrate with national production and articulate with the local scientific-technological capacities”, affirmed Marcó del Pont.

The regulations establish that the space for articulation and coordination will allow the actions that were in progress to be deepened , adding new public and private actors to articulate proposals that allow the competent jurisdictions and entities to, among other objectives:

  1. Coordinate and articulate among the different jurisdictions and public entities the actions and policies that are implemented from the National State in terms of hydrogen.
  2. Disseminate technical inputs, specific or transversal, related to hydrogen to the different areas of government, national and local, that make up the Roundtable.
  3. Participate in the preparation of the National Hydrogen Strategy , promoting a hydrogen economy in the Argentine Republic, consistent with the strategic plans of the different government areas that participate in the Roundtable.
  4. Promote dialogue with different actors from the private sector, civil society and the scientific and technological sector, with a horizon of consensus building on the ways and times in which the hydrogen economy can be deployed in the national territory , as well as gather contributions that serve the design and implementation of hydrogen policies.

The coordination of the Intersectoral Hydrogen Table will be in charge of the Undersecretariat of Strategy for Development and the National Directorate of the Economic and Social Council.

In December the Government had anticipated that it would send a Hydrogen Law to encourage its development and to grant “stability for 30 years to hydrogen investments.” Since 2020, Y-TEC, the technological arm of YPF, leads H2ar , a consortium for the development of the hydrogen economy . It is a collaborative work platform, unique in the region, that seeks to innovate and promote the development of hydrogen production in Argentina.

The German company Wintershall Dea supports the efforts of the Argentine government to decarbonize the energy system. In 2022, the German company became part of the national hydrogen consortium “H2ar” , a multi-sector initiative to promote the hydrogen economy in Argentina.

In November 2021, the Australian company Fortescue announced investments of US$8.4 billion for the production of green hydrogen in Río Negro. It is the largest international private investment of the century. However, the project is delayed.    READ MORE
